In a decisive move aimed at restoring accountability in project execution, Governor Alex Otti of Abia State has directed that no new contracts be awarded to the China Civil Engineering Construction Corporation (CCECC) due to persistent delays in job delivery.
Speaking during a courtesy visit by the Consul-General of the People’s Republic of China to Nigeria, Ms. Yan Yuqing, Governor Otti openly expressed dissatisfaction with the performance of CCECC in handling ongoing infrastructure contracts across Abia State.
“I do not accept excuses for delays,” the Governor declared, “and I am deeply disappointed that a company of CCECC’s stature has failed to deliver as expected.”
The Governor criticized the company’s operational absence within the state. According to him, CCECC has not opened an office in Abia nor has it assigned senior officials to oversee project implementation — a move he sees as a sign of unseriousness.
“If you’re executing jobs worth billions and you can’t even establish a local office or assign senior personnel, that raises red flags,” Otti said.
The Consul-General, Ms. Yan Yuqing, and her delegation were visiting the state as part of a diplomatic mission to strengthen bilateral ties and discuss business opportunities. However, the Governor used the opportunity to deliver a stern message about the importance of results and local commitment in foreign partnerships.
CCECC is one of the most prominent foreign contractors in Nigeria, handling multiple federal and state projects, including roads, railways, and urban infrastructure. But its activities in Abia have reportedly been marred by slow timelines, poor presence, and a lack of transparency in delivery.
Governor Otti, since taking office, has maintained a reformist tone — emphasizing value-for-money, efficiency, and visible results in government contracting.
With this decision, the state may now prioritize contractors with proven track records of timely delivery and local presence. This could also reshape how foreign companies operate within Abia, possibly prompting them to build infrastructure footprints, not just project sites.
Governor Otti’s stand is a bold signal to both local and international contractors: delay will not be tolerated, and only performance earns partnership. Abia State appears ready to move forward — with or without slow-moving giants.
